Obviously brain size is not the only deciding but it's a good rule of thumb.

Elephants are considered one of the most intelligent animals and even have funeral practices. Probably just a coincidence.

You have to bear in mind the actual mechanics and machinery of the cells, their layout, and how much is devoted to sensory processing and movement. Also, metabolic demands. ie, humans spend a massive amount of energy transporting ions across cell membranes to maintain their polarization at rest. It's a net savings for the tasks we're normally doing.

However, then you get a tiny crow that's capable of exchanging information to offspring (persistent culture), very good memory, group dynamics, and deductive reasoning and tool creation. Yes, there are crows that can make tools and perform better than most of the great apes at problem solving.

There's a lot to take into account. I wouldn;t agree that size is a viable rule of thumb.

what you want to look at is brain size relative to their body mass or muscle mass.

the size of the crows brain is to be expected but what is remarkable is how supposedly some species of crow have cognitive skills on par with a seven year old human with a brain with no folding and convolution like that

crow brains should not be as "smooth" as they are given their observed cognitive skills
