If I get this right, you are trying to create an plasma arc inside the casing and then rush air around it to force it outside?
I have no idea if it will work in that setup though, to me it seems like the air rushing around the bends would actually build pressure above the arc and push it downwards instead of out.

If you're implying that the OP pic is how plasma cutters actually work, they don't work like that. With irl plasma cutters there's only one electrode, which forms a current with the material being cut(obviously has to be conductive) but they won't work with non conductive materials
