The 'heat' transmitted through vacuum is actually electromagnetic radiation in the infra-red range.

In fact, all electromagnetic radiation 'carries heat', i.e. can transfer vibrational kinetic energy from one place to another, it's just that at the temperature of 293K (room temperature) this radiation is emitted in the infra-red. Thus, there is a constant exchange of infra-red radiation between your skin and the environment. Basically, electromagnetic radiation is a transverse wave. Photons are the particle of light which carry a discrete energy proportional to the frequency of the wave.

When a photon meets an electron, the electron can become 'excited' and gain the energy from the photon, moving between energy levels.

Electrons de-excite and emit a single or series of photons depending on the energy level and atom, which can go on to do other photon activities.

Essentially the movement of electrons is heat, and light can cause electrons to move.

Ionisation can also occur which will mean the emitted electron will hit other electrons and transfer energy to them as well.

imagine a transparent sheet of paper that you superimpose on a regular sheet of paper.
