The object compresses the water as it hits it and the water pushes it up again as it decompresses, a bit like a trampoline. If the angle is right and the object has enough forwards momentum to continue despite the friction of the water, then the object will be ejected and can potentially do another skip.

As you can see in your webm, it works best if the object is hitting the water with a big flat surface. The perfect entry angle appears to be 20 degree. If the object gets ejected and enters the water at a similar degree angle again, then it will do another skip if it still has forwards momentum.
