This is essentially just an extremely beefed up fusor, so it's based on electrostatic confinement.
The guy in the video has claimed that he is currently working on a remote control room because apparently his fusor produced enough neutrons to give him serious radiation sickness and activate every metal tool in his shed/garage. So he had to buy all new ones.
However he has posted no data confirming this. Claims he will when he finishes his remote control room but who knows.

second case: they light it up and manage to sustain the reaction
