Could plasma weapons ever become a thing?

Possible but unlikely even of we could project plasma at a velocity that it could inflict damage it's near impossible to make it go straight plus the weapon would weigh too much for a human to use

They already exist.

Only for ships, tanks or ground cannons. Maybe. Think it's impossible to make a plasma gun. Too much energy required for plasma, and for cooling system.

people said the same thing about lasers for the longest time and now they're small enough to go inside smartphones.

They're low energy lasers.
In order to make plasma you need a lot of heat. Lot of heat means a lot of energy.
Plus, you must not overheat the weapon's body, thus, you need a cooling system.
Lot of energy + cooling system = lot of space

There's little reason to ever use one. Kinetic weapons are incredibly efficient and hard to defend against, and plasma is very difficult to control.
