The beginning of the statement is the utmost basics of quantum theory and his work. Then, IMO, he's stating that the same fundamental forces which give rise to our Universe created our sentient mind which perceives them -- leading to some deduction by Planck that matter only truly exists because we exist within matter to observe it.
