When you hear about how a planet the size of mars, 4 billion years ago, impacted the earth and created the moon, how come the moon appears to be a perfect sphere from the outside? same with the earth and other planets. how come they have the appearance of a perfect circle? is this the result of billions of years of something?

Two words- hydrostatic equilibrium. The Moon, being hot and more or less moldable, was pulled into a spheroid under its own gravity.
Consider a cube the size of, say, Venus. Now, suppose this entire cube is made of sand. It sounds ridiculous, but you'll see why I chose sand. Given that gravity is more or less spherical, the points of the cube would collapse, and it wouldpull itself into a sphere. That same could be said for fluid, silicates and other substances. Seeing as the Moon would have been mostly molten at the time, it would easily take on a spheroid shape after conglomerating.

Strictly speaking the Moon appears spherical from Earth because the eye is not precise enough to tell how it differs. From our vantage point it isn't too far off. As seen along the rotational axis it is a bit more egg shaped.
The theory of the formation of the Moon is a lot more complex than what you state. It has been suggested that not only Earth but later also the Moon was hit by a large impactor and thus created the difference between the near side face with the maria and the far side with very few maria and a more rugged terrain.
