Could this work on 4G?
What is a battery life of a 360 degree camera?
What are we looking at? Google's next method for recording street view?
some sort of blind assistance device that uses instagram to scan the surroundings before uploading pictorial scans to some sort of cloud server and receiving feedback, and using it to help the individual somehow

Have you read "The World is Flat"? According to the thesis there you could upload you r position (because GPS is cheap) and image of your position (because bandwidth is cheap) to the cloud (cheap, cheap cheap) and get two (two for the price of 1) Indians (cheap, did I mention cheap?) to review the imagery and then they upload walking instructions back to the cloud (cheap, cheap latency) where a server in the cloud validates the answers independently (because CaaS is cheaaaaaap) and then return to you with what to do next.
The book was very influential a few years back but with the financial collapse since Lehman Brothers the author has been less exuberant about it.

Why go through all that fucking trouble when the blind person would probably have an easier time on their own with a cane anyway?

No problem is too small for massive overengineering.
What is a blind person going to do with a picture of their surroundings? They can't exactly see it.
