They would have gotten nowhere if it wasn't for NASA technical and financial support. It is still mostly true now, more than 10 years on.

Maybe they would have gotten nowhere with the regulatory authorities.

NASA contracts certainly accelerated their timeline, but I'm not sure that's been good for SpaceX. To get NASA contracts, they needed to jump up to Falcon 9, instead of sticking with Falcon 1 until they got good at producing and launching it.

SpaceX could have been a company that launched hundreds of rockets and routinely recovered them for reuse by now.
