....the mass of the singularity is proportional to the time it takes for it to completely dissolve.

So for something the size of a fly, it wouldn't take trillions of years.

The mass of this black hole is comparable to mass of earth. I don't think earth would still have atmosphere.

Let's instead consider a black hole the mass of a fly. According to my calculations it would take this black hole 6.7*10^-31 seconds to evaporate. How would the earth's atmosphere play a part here? Are the air molecules spread out enough for this black hole to evaporate without even touching anything?

it doesn't really matter, if it evaporated in earth's atmosphere it would cause a massive explosion. Not as big as a nuclear weapon (it would have the mass-energy equivalent of a fly, after all) , but definitely big - if my calculations are correct, about 500 kT

Alright, you looked up equations, but you clearly don't understand how these numbers fit into a physical context.

Black hole evaporation is based on the difference between the black hole's release of energy and its intake of energy. Energy intake includes the mass that falls into the black hole. This means that any sufficiently massive black hole, one that could start taking in atoms from its environment, can have its energy returned to it and more. Even a very small black hole can potentially enter a growth cycle instead of dissipating. There's no rule stating that the black hole's mass can't grow, after all. This is definitely what would happen with a black hole with a fly-sized Schwarzschild radius. This black hole would fall into the planet an swallow it from within in ever-growing swathes.

As for the small-mass black hole, its Schwarzschild radius is much smaller than any proton. It's unlikely to take in much energy in its short lifetime, so the result would likely be a very violent output of Hawking radiation as the black hole dissipation almost instantly lets out the full energy of all the atoms that make up a fly.
