on the topic of helping with study

what do you do if your 2nd derivative returns 0? my critical points are x = 3 and x = 0 with the 2nd derivative being 12x^2 - 24x, f''(3) is a local min but with the 2nd derivative test all i get is that f''(0) is inconclusive and my lecturer's answer is illegible (pic related)
