A bug isn't really a proper technical term. However, I can tell you that they aren't insects, as insecta is a class of the arthropoda phylum, and slugs certainly aren't arthropods.
Also, the closest "bugs" get to a real meaning technically is the order "hemiptera" which is also called "true bugs" and is part of the insecta class, so slugs are also not "true bugs".

All that said, informally I think slugs are included in the definition of "bug" for a lot of people, and so slugs are bugs in that sense.
