Movie 8 Broly > SSJ2 Gohan
He utterly curb stomped Cell Game's Goku in that movie and was uneffected by his strongest melee and energy attacks.
It took him approximately 15-25 seconds to leave him uncosious before Piccolo brought him senzu.
Perfect Cell at near max power was barely stronger then that same Goku.
The fact that Goku (and by extention Perfect Cell) were literally impotent fodder compared to M8Broly shows that his Ki levels had to have been multiple tiers above Perfect Cell and thus put him at the very least in the range of SSJ2 Gohan.
Some will argue that the ending nullify's this but it doesn't.
The fact is Goku didn't beat Broly. Goku even at max power wasn't even capable of harming Broly.
The only reasonable explanation I can give for that rushed (likely plot-kai'd) ending was that Goku used a spirit bomb.
Had he simply had his Ki restored or raised somewhat up above normal shouldn't have allowed him to harm Broly given the massive gap between their powers shown through the entire film.
And now even if he defeated him with a "spirit bomb" punch it is an attack of unknown power and potency and has never been shown in the canon series. We don't know if because it is refined that the power might be greater but even then assuming its not far more powerful then the spirit bomb its debatable if the power stored should have been enough to seriously harm Broly given the massive power gaps consistently shown throughout the film prior to the ending.
If this is the case then the ending was simply plot-kai which isn't surprising given its just an entertainment movie and isn't mean't to stringently follow the rules of the normal canon universe.
However that does mean its far more reasonable to judge Broly's power based on the consistent level shown for 99% of the film then try to judge it based on a unique non-cannon attack of unknown power that even with the best writing probably couldn't be justified as being strong enough to harm Broly.
