how big is said box?? typical prices are $10-20 per gram for saffron. it's dried so it might still be "good" but i don't think spices age well typically. that just seems really cheap to me. mix a pinch of it with a small amount of water or stock. if it smells fragrant and the water turns bright yellow it's good.

nice dubs! yes it's spanish.
i cooked it by searing the sausage (chorizo) in oil, then i sauteed the onion and bell pepper, added the tomatoes, then the rice, then stock plus saffron and garlic and peas, simmered it uncovered without stirring topping up the stock occasionally until it's cooked, then finished it off heat by covering the pan when the rice was cooked and the liquid gone.
aioli is mayonnaise with garlic in it.

about the peas... should i have added them later? they did sit in the pan, covered for 10 minutes after i turned the heat off. the whole idea with paella tho is u don't stir the rice while it's cooking. the peas were a bit overdone but imo were fine. i could have just laid them on top near the end to heat through, like i did with the shrimp. would that have been better?

I'm not sure how your dish is supposed to taste, but yes, cooking the peas separate and letting them sit in the pot as the water cools down makes them soak up the water. Then you could sprinkle them on top, but will they dry out from being on rice? I don't know.

Ultimately, they are just peas.
