The bulk of the allegory is that Trump is dancing to the tune played by Clinton, insinuating that he is controlled by the elite. However, as you can see towards the end of the sequence, not only is Clinton dancing as well, but Trump handed her the violin! So Trump is actually the leader here. This is also a subtle dig at their economic policies (Trump is focused on giving, Clinton on taking), and on the U.S. economy in general (the gif endlessly repeats as they pull instruments out of thin air forever, a reference to Quantitative Easing and “helicopter money”.)

Another level involves the carpet on the floor. Note its relation to a bulls-eye, (especially when viewed from above), and how Trump carefully leans over the center of the target to hand HRC the violin, yet avoids stepping in the center himself. Furthermore, as he dances, he seems to be egging HRC on, trying to lead her into the crosshairs.

Considering the medium of the message (a prototypically American cartoon from the era of the Cold War), I think the message is actually obvious. Both Clinton and Trump are aware that war is coming. Regardless, they prance around together. They're careful both to avoid the center: both the political center (neither wants to be branded as the boring, centrist candidate), and the center of the bomb target (each displays paradoxical reluctance to win the presidential race, thus placing themselves in harm's way for the coming war).
