Depends on the nation. In USA, use " "; in Great Britain, use ' '; in Germany, use >> <<. In nesting quotes, in USA and Great Britain, alternate using the "other" (or, 'other') sort of quotes. Point is,... quit arguing about crap, and post pictures.

Actually double quotation marks are more popular in Britain, although some novels and publications do use single. Also, in Germany, „gänsefüßchen“ are correct, but people have to use <<these>> electronically because some fonts mess them up. It's only in German-speaking switzerland that they're more popular.
