Not as a 'severe' case as this, but I think I discomfort in them. Like they take it as a challenge or something. Like a death stare. All I'm doing is looking at them though, no harm meant.
When they look away though like a beta, I want to stare at them some more. Like I hate their beta weakness, yet I'm just like them, probably a lot worse.

Because eye contact is a reddit meme. Staring into people eyes is creepy and unnatural, which is why it's hard to do.
here's the trick
only look at them if they're saying something interesting
if they aren't just ignore them and find someone better to talk to
it makes eye contact really easy

I only do it because my expression and eyes look so dead at this point it freaks people out thinking I'm some future serial killer material.

most strangers don't make eye contact with me anymore and honestly I don't think it's me but just with the advent of smart phones most people don't talk to each other nearly as much anymore and got uncomfortable with having to look another human into their eyes.
I enjoy it though, one of the few things that gives me any sense of power.

I have the same problem but I have no issues maintaining eye-contact. Growing up adults often complemented me to my parents because I looked them in the eyes and held a conversation unlike 90% of other kids.
