I think the 90s are liked because nothing particularly terrible happened, everything was just alright; just okay. Because of this, the decade came out with an edge of a slight net positive. Think about it, in the 80s you had cold war tensions and Carter shenanigans, in the 70s there was the depression. In the 60s you had all the national strife and the Vietnam war. The 90s are like the 50s of the late 20th century, they were a calm peacetime after lots of trouble before tensions started rising again.
