Angel Cop. Late 80s anime OVA. The plot in the jap version even got some controvery for being really anti-semetic. It was about Jewish businessmen funding communist terrorists to attack Japan and destroy its infastructure so that the Israel can turn Japan into a nuclear waste dump. So the main characters are a cop with psychic powers and some cyborg cop and they have to fight off the commies and the Jews.

That is the actual plot. Not even kidding. In the English dub, the israeli jews were made out to be American businessmen with no references to anything Jewish

I'm not no fuckin' weeb or nothin' but 80s anime is nice as fuck to look at. Disney level artistry. No computer animated bullshit like I see today. This is why I can't watch new Disney movies either.
