There's a wikihow for both finding and getting friends but I'll just say what works for me

Always accept others compliments and return them.
Be reliable.
Introduce some of your unique interests or quirks and ask about theirs.
Feign interest even if you arent, chances are they are too.
Ask to hang out again at some place or event.
