Once there was too many people, no one cared about one another and start taking advantage. Chicken used to be a valuable commodity as early as 40 years ago. A chicken cost several times more than it currently does, counting for inflation. It was a rare treat.

Over many years, through work and study, it became possible to cheaply raise chickens for consumption. Now chicken is an incredibly common and healthy food source.

Would this have been possible with your proposed 'stable' system, well, no, it wouldn't have. Chicken farmers would have been prevented from enhancing their productivity. The same is true for all the consumer products we take for granted.

Capping productivity is a horrible idea and I can't agree with your perception that it's desirable under any circumstances.
