You aren't wrong, Houston has a large population, and Corpus Christi is fairly large as well. Dallas, Houston, and Austin are the top 3 largest cities I believe in Texas. I'm a Texas native who's lived here my whole life, never left the state, but I also don't do a lot of traveling so I could be wrong.

Houston usually gets a lot of flooding from what I've seen, sure it's nothing they haven't really had before.
