I think the woman in OP is missing some crucial context, namely that the fashions of the 2000s were a conservative reaction to the more revealing trends that preceded them. I distinctly remember educators remarking on how more modestly kids/teens were dressing themselves, for example NO ONE wore skirts or shorts without leggings underneath. Actually, skirts/shorts weren't as fashionable at the time and we suffered in our jeans even in the summer. The most scandalous thing anyone wore were their jeans really. Skinny jeans were as cool as they got and even before those hit it was having low-rise jeans, which were practically a moot point because shirts were so long and layered (remember layering?). Individual schools have their own trends and cultures and at mine even the girls were wearing big, baggy hoodies. Mid-late 2000's teen fashion was just more modest in a lot of ways, even compared to fashions from the 80s and 90s.

The other thing that has changed a lot is makeup. Specifically CONTOURING. It kind of makes everyone look more topographically similar and definitely makes people look older. Teen girls weren't contouring much in the 2000s and the makeup look of the time was overall simpler, if you had your racoon eyeliner you were set.
