The reason it's illegal (besides the fact people find it repulsive) is because people think that watching loli is a gateway to watching actual child porn. I've been looking up the laws on lolicon and it seems as if you only get arrested for having hard copies of lolicon, and not for viewing it online. Not that it isn't illegal to view it online, but that crime agencies don't seem to have the resources to go after digital lolicon content.
I find it unlikely you would go to prison simply for browsing 4chan and stumbling upon lolicon threads, even if you actively browse the threads and open the images. Uploading images might be a different matter though, but that's probably not something you should have to worry about for a few more years.
Because there's no scientific evidence showing that those who view lolicon become more likely to search for child porn I don't personally think it should be something you go to prison over. As far as I can tell, it's just a thought crime.
