My first impression upon looking at this image is confusion. I cannot simply understand why this person (I can not fully discern if it is a male or a female) has dressed the way they have dressed, and are looking into what appears to be a Japanese police car (at the very least the characters look Japanese, although I am not that in the know.) I think that most likely this is a fetish for this person, to be dressed in public the way they are, like a child. Although those leg warmers scream 80's, the general vibe of the outfit is very juvenile. It could also be that the person has is somewhat mentally incapacitated and doesn't understand that this isn't a very mature way to dress. Whatever the reason for these things, this person is looking into the police car, and it's difficult to know why. It is entirely possible that they just saw something in there that caught their attention, and an associate of theirs following them that that would make an excellent picture, or perhaps it is a concerned citizen or person who simply wishes to mock the person later online, or perhaps even masturbate to this picture. Likely I would venture that the photographer knows the individual posing, and as said before they are simply two juvenile people who think this little outing and behavior is "funny". That is my best bet on the matter and would probably be proven right in due time.

Also notethe palm trees in the background, I did not know that such things grew in Japan although it is possible that they have been imported and planted there. In that background, the closest building look very bleak and not well maintained to me which looks a lot like an apartment complex. I think that somebody should upgrade the look of that building, similar to the one in the background which looks much more modern. This is a rather strange picture but I realize that I am living in a culture and area than that one and I can never truly analyze this picture on a more deep level without having experience.
