It's all down to genetics, hormone levels in the womb and environmental factors. Any studies that show a correlation between race and penis size were using small sample sizes or self reported samples.

Essentially, you can have a white dude with an 8 inch dick, a black dude with a 4 inch dick, and asian dude with a 7 inch dick, or any other combination. It's just down to a dice roll.

Either way, the average size is around 5ish inches. Anyone above or below that is an outlier. It's a bell curve. I don't remember the exact statistics, but only something like 10% of the whole male population have dicks above 7 inches.
