It was better in atmosphere, but thats attributed to being set in DC. It was probably better for its time, but you can't argue that NV wasn't a direct mechanical upgrade.

Or you could play tale of two wastelands. Its a mod for nv that allows you to go to the world of 3. It requires that you have both games and all dlc for both games but its worth it. Especially if your pc has problems running 3(like mine i couldn't go past any menu or i would crash).
