Is starting college at 23 a good idea or waste of time?
depends on what you're studying

It's a good idea. It will get everyone off your back for being a neet loser. Just make sure you study something that can actually get you a job in the future.

different anon. what would these things be?
starting at 21 is there hope for me?

Technically speaking the only difference to the rest of people is that you will complete your degree and start working a few years later than normal. This is nothing to worry about.
Psychologicallly, and from experience (24 year old in second year) it's soul-crushing to see friends from high school already working, living on their own and even some of them almost preparing to start a family with their girlfriends, while your own day to day life is not that much different from when you were 17.

If you've matured since graduating from high school, then it is probably a great idea.
There's alot of normies that fuck up when they are 18-20 because they dont study and just party or play video games 24/7
I'll be 22 when I start college in September, I am doing one of those catch up courses so I get my A levels in just one year.
I was the youngest person in the open day so yeah it is a good idea apparently, since all the other normies were over 24 and doing it.
