The Rules Compiler.exe just takes a list of function names, their sub categories, and their id's and compiles it into a file, for the script compiler to take and then compile the code in the script properly.
I did it this way to optimize how I envision the game handling the binary code - it's a little complicated so I'll just leave it at that.
