If you're talking about Mad Max-style stuff then the genre is "Dieselpunk"

It was the rage in the early to mid 80s.

But if you are just into fantasy, keywords like dieselpunk will get you far. Crust punk and cybergoth will get you imprecise but related results.

Tangentially I don't understand why t-shirt and jeans/shorts aren't post-apoc. I mean we live in a dark age where democracy is an ironic gag; high tech low culture; and tribal primitives wage war for oil. Young people cannot buy a house and literally anything goes, even homosexuals adopting kids to be their home-bound catamites. You could say we already are post-apocalyptic and our fashion reflects it.
