Became 'mainstream' (in that a lot of people started doing it) in 2014. This was around the same time as Gamergate, the college rape hysteria, and the female wage gap hysteria when feminism was becoming more dominant and more extreme.
It stopped being as prevalent around 2016, when most people started getting tired of PC nonsense and when Supreme Chairman Bernie lost the nomination. It's still around, but it's barely mainstream anymore.
It used to be strictly for goths and punks. Nowadays, every girl with weirdly colored hair is a le quirky, self diagnosed BPD tumblrina who watches bobs burgers and says shit like "i love pizza and beards xD"

Colors are pretty. More people started liking them, either on others or themselves, and dye generally got better (less destructive alternatives for dark hair and easier to find each day IRL or online)
