It's a trial-and-error process. Basically draw every day, no matter how shitty your stuff looks. If it helps, think of your drawing as something you construct with shapes. It's not very easy to nail them down, but by practising them all, you should be able to get the hang of it.
You can start digitally or traditionally, or both. starting off traditionally can help you get the basic strokes covered, just make sure you have enough pencils and erasers to keep up with your drawings.

How do I get back into drawing? I'm not creative, and my mind goes blank when I pick up a pen or pencil.

People always say practice, but I can never reach a sub par level and I feel disgusted in my drawings that I quit every time I try to get back into it.

the same happens to me, in my case, i solved the creative problem trying to do random stuff (objects, body parts, animals, etc) and unite unite those figures in an inconsistent way.

not sure if i'm doing it right, but my way is to ignore the feelings of disgust i have for my drawings and press on forward.
there's a voice inside all of our heads that nitpick over what we make, and it's a matter of how we try to deal with it. it can be useful when we need to find flaws in certain art pieces, but if i listen too much to it, i get too bummed out to draw and stagnate with my drawings even more. there needs to be a balance between encouragement and criticism. maybe find a better artist who can help out with your desire to draw even better? sometimes practice isn't enough to keep going. you need feedback from someone who can both encourage and criticize you
