It was the best in 1.0 when the world was huge, unexplored and unknown. The later iterations suffered from power players mapping and colonizing the entire world in weeks.

ttk2 gave it up. I think Devoted is the closed thing running now. It's got a lot of ex-Civcrafters and many of the same devs.
