Shave down, with the hair. It will leave a very short stubble which will prevent ingrowns. However, agree with what >>38418729 said. Don't bother if you don't have to.

You must have very soft pubes then.

Shave against the grain for that super smooth feel. Use normal safety razor, impossible to cut yourself. Just use soap if you are shaving in the shower.
