There should be a board like r9k with no duplicates except no duplicate pictures either and it would work using for instance TinEye's image recognition algorithm

Just make an error-tolerant hash of the picture and store it in a database and if any picture matches by 1% reject it

hash is easy to check for but also easy to change
dupe image checking with non-hash methods takes a lotta power, and last I heard, hiroshima is downsizing, not upgrading
