>told someone last month that they are hired and will start july 13th.
>they wait a whole month and quit their old job to come work for us
>when they showed up today tell them there were problems and we are cancelling the position.
>they flip out and tell us we can't do that
>I tell them he still hasn't signed the papers, so yes we can.
>he begins to cry about how he quit his other job to work here
>I have security escort him out and block his email.
1. Why do you refer to him as them?

If he ends up homeless who do you think he's going to come after bait-kun?
If this were a real situation he probably has grounds to sue for breach of contract, a this-for-that scenario. You told him he would have a job if he quit his old job and showed up to yours, and he did his part. You failed to deliver your part and it resulted in damages to the guy.
