No clue when he appeared, but here's my description through observation.

He's really fat and doesnt give a shit. Gives the same smug condescending look that Smug Pepe gives, so one would assume he is a derivative of him. He doesnt have much use outside of just being a different type of Smug Pepe, though he seems much more gross looking due to his large, unhealthy stature.
