My scrotum are almost always "small/tight". Even when it's hot. My maximum saginess is probably the same or a bit shorter than a normal persons sag in normal conditions. Sometimes my scrotum becomes so tight it feels like my balls are getting duct taped to my penis (although this is very rare)
I find it nice because I don't experience the same problems as my friends do with their balls (sometimes they say they dit on their balls by mistake. I'm not sure how that happens though)

Same thing here, bud. My penis fluctuates so much and most of the time it is on the super small side of the spectrum. It's weird because I'm just under 7 inches erect but my flaccid size can reach 1.5-2 inches. A super small flaccid penis + tight scrotum can produce a pathetic bulge lol.
