You should write it in a word document first, then draw characters and scenes.

Or, if you have a camera, take pictures of scenes and then write about the pictures you take. Then you draw characters. Then finally write a plot.

Do you want to focus more on the story, or more on the characters? Because if the story, I'd start thinking up lore and history for the world. If the characters, just think up the personalities and interests of the characters. It's actually quite simple once you get down to the bare bone. Create and add on. Using words and phrasing like legos.
