There are many different lists; this is a perennial question. Lincoln is usually regarded as the best. He saw the nation through it's darkest hour and the most serious threat to our continued existence. Franklin Roosevelt is also usually regarded very highly since he saw the nation through it's second lowest point and the only other true existential threat it ever faced. Both these men retained the restraint and the magnanimity of Washington even though they faced circumstances that were extraordinarily more difficult than anything that Washington faced.

Nixon did some good things, the rapprochement with China being probably the most notable.

He also had deep pathologies and did extraordinary amounts of damage to the office that he held. A lot of that damage still exists and will probably never be fully recovered from. More than any other president he moved us away from the republic described in the constitution and towards an overly powerful president. That trend has been in play for almost the entire history of the nation, but he advanced it more than anyone. He fully developed a culture of secrecy and subterfuge that had been lingering in the executive branch since Truman, but which had, before that time, largely remained inchoate. That culture has never gone away. Shortly before becoming president he also engaged in actions that constituted overt treason. I don't think he can be considered a good president, let alone a great one.

That isn't actually what I was referring to. I think the more dangerous time was before the attack on Pearl Harbor. During the Great Depression there were a considerable amount of people in this country who felt that it had been proven that our experiment with free society had failed. There were many people who felt that the authoritarians in Europe (be they fascists or socialists) had it figured out. Editorials advancing exactly these viewpoints were common. There were a lot of people who wanted and expected FDR to declare a state of national emergency and suspend constitutional law after his election. He didn't and nor did he flounder and panic the way Hoover had.

Remember that the Soviet Union was also a victor in WWII. It was never guaranteed that we would remain a free society.
