Same, OP. You need to lose some fat first mostly by dieting (aim for at least 13-16% bf), then clean bulk, then lose some more fat again until you're at 12% body fat.
It's the only way. The reason your face is fat and your body is skinny, yet fat at the same time is because you're skinnyfat. Your body fat percentage is over 18%.
I'm extremely skinnyfat, bordering on overweight (181lbs, 6ft or 182cm). I'm easily at 27%, maybe even 30% body fat. My face is round and fat and my body has a somewhat normal shape in clothes, but it's all blubber. I used to be somewhat fit, but I really let myself go these past few years.
