Nature vs. Nurture.
Do you think that some people are born evil?
This question is commonly talked about with regard to murderers, but what about the common bully?
Example:

Do you think bullies learn this behaviour, or were they just born as nasty fucking assholes?

People have nasty impulses which we need to be taught to control in childhood. So it's both nature and improper nurture.

All humans are innately tribalist apes by default, our ideas are the only things that rise us above that.
Spoken and written language is the closest thing humanity has to a "soul". It sits outside us, constantly evolving and developing on itself with all our ideas and experiences. "Bullies" are just people that weren't taught properly and didn't get a soul.

I believe sociopaths and psychopaths are born naturally. I also believe on the "on par" level of common bullying and murderers, regardless of age since the same level of evil except complexion due to inexperience can devise malice.
But it's for sure not black and white. There is not just good and evil. Maybe more so of the other, and maybe a lot more, but there is always evil in everyone and it will grow like high to low, hot to cold.
Civilization is evil.
