Never. There was a expo thingy on the subject and all present basically agreed it was a bad idea then went about talking about its actual legality.
Almost all 1st world countries have laws in place already that would cover making them illegal and those that don't would refer to the expo as its the biggest one on the subject so far.

Tl;dr give it 2 decades but realize they'll be outlawed before they even hit production.
