For women, other women do it out of jealousy or spite, sometimes just on a whim. Women also have an extensive social hierarchy and the need to show their superiority over others lower on the hierarchy can be done via bullying. Since women like to follow the crowd, one woman bullying results in multiple women bullying, and it spirals out of control.

For men, some do it to others as a show of dominance, some just don't like how someone looks or acts, or they're just acting out to vent frustrations. Creating an enemy unites the group.
