It's the AI that cuts these captcha images out of the streetview.
How does it do it?
You teach it to recognize stuff with captchas and it creates parameters and equations to start recognizing them all by itself. The more captchas you solve the more accurate it gets.

Honestly if those camps are real, they're probably there just in case shit hits the fan. To have place to accommodate refugees. And I'm not speaking of some third world refugees, but parts of the US itself.
