Are you sure it's the BPL, or do you maybe have a short frenulum?

If it's the former, you could probably help the last bits of BPL break apart by masturbating more often. Masturbation has been shown to contribute to the dissolution of the BPL during puberty (although it's not the only thing that causes it--scientists still aren't entirely sure what all the catalysts are).

If it's the latter, I would just leave it alone but if it's driving you nuts you could get a surgery called frenuloplasty to lengthen it. But some guys who got the frenuloplasty lost some sensation in the frenulum.
