How do I make small talk with strangers? The most I do is say "have a nice day" to the cashier and babby-tier stuff like that. I can't even fathom saying anything meaningful to a stranger

Think about something you might have in common with the person, and then talk about that.
If you don't have anything in common, prod them and ask them something generic to find something you might have in common.

talk about generic situational things. "it sure is beautiful out today" "gee the town has been so busy during soccer season" etc

small talk is usually a way to build enough of a rapport to engage in meaningful discussion.
If you are just talking to fill space, just talk about the weather
