Yes you can but it won't remove any sebum as there is nothing to emulsify it with the water. Dirt gets trapped in the sebum so it won't effectively wash your face. I suggest if you don't want to use a face wash much go in between the two. Likewise using facewash too often can dry out your skin.

I cured mild acne in highschool by stopping soap and just washing with a hot wet washcloth
