Originally: uses a robot (program) to screen posts for originality. If a post is too similar to one posted here before, or lacks sufficient content, it will not be accepted and you are muted (can't post) for 2^n seconds, where n is the number of times that has happened to you recently (it resets at some point, can't remember when).
Now: robots (sexually frustrated, isolated, often unsuccessful males) post about their lack of gfs and hatred of normalfags. There are many posts attempting to turn robots gay (trap posting, gay posting).
IMO it was a pretty good board around 2014 when we had the /mischief/ threads going but it's long since gone to hell.

now imagine the toilet broke and overflown a few times. /r9k/ is the back of the toilet bowl that everybody forgets about and it's encrusted with grime, slime, and every disgusting shit you can imagine but never ever think normally.
when you first stump into it, you are sick, or disgusted by it, but for most of us it is just life.
now is different, though. for some reason roasties found out there's extremely easy attention here, and everything snowballed away.
it was an unique and special place. it isn't anymore.
